areas and length of time concedad for the exclusion of Shanghai
and Tientsin, Hit Majesty's Minister strongly advocates
accepting these terms, which in his opinion are more favourable
than could have been expected or than any other Chiness
Government is likely to offer. This view is endorsed by his
United States colleague and by well informed opinion in
commercial circles in China and in this country.

Recent poli i cal developments at Canton, however, have
weakened the position of the Nanking Goverment and Chinese
Minister for Ferðign Affaire has told Lampson that he is not
actually in a position to sign a Treaty at this moment.
is however ready to agree on a text as between himself and
Lampson ad referendum to the respective Governments and to
exchange copies of the agreed text in a personal exchange of
notes.
It seama desirable that the negotiations should be rounded
off in this manner. If they are merely left in the air, then,
in the event of the disappearance of the present Nanking
Goverment, there is a danger that all that has been achieved
in the last few months may be lost and His Majesty's Minister
would have to begin all over again. After careful
consideration Lempson has therefore been authorised to adopt
the precedura proposed by Wang÷
